Teto de isen\u00e7\u00e3o do IR \u00e9 de R$ 1.903,98 e n\u00e3o \u00e9 reajustado desde 2016
Brasileiros que ganham um sal\u00e1rio m\u00ednimo e meio por m\u00eas come\u00e7am a pagar o Imposto de Renda (IR) em 2023. De acordo com a tabela do imposto, que n\u00e3o \u00e9 reajustada desde 2016, somente as pessoas que recebem menos de R$ 1.903,98 est\u00e3o isentas. Com o\u00a0novo sal\u00e1rio m\u00ednimo de 2023, de R$ 1.302<\/strong>, quem ganha um sal\u00e1rio e meio, de R$ 1.953, precisar\u00e1 se entender com o Le\u00e3o e ter\u00e1 desconto na folha de pagamento.\u00a0Hoje, quem recebe de R$ 1.903,99 at\u00e9 R$ 2.826,65 paga a al\u00edquota m\u00ednima do imposto, de 7,5% sobre a renda.\u00a0
A defasagem da tabela, isto \u00e9, o quanto a isen\u00e7\u00e3o est\u00e1 abaixo do ritmo da infla\u00e7\u00e3o no Brasil, bateu um recorde de 148,1% em 2022, o patamar mais alto da s\u00e9rie hist\u00f3rica acompanhada desde 1996 pelo Sindicato dos Auditores-Fiscais da Receita Federal (Sindifisco Nacional). Em 2015, quando ficou estabelecida a faixa de isen\u00e7\u00e3o de R$ 1.903,98, o sal\u00e1rio m\u00ednimo era R$ 788. Ou seja, naquela \u00e9poca, o piso era 41,4% do valor m\u00ednimo para declarar. Oito anos depois, a porcentagem subiu para 68,4%.\u00a0
Se a isen\u00e7\u00e3o fosse reajustada considerando as perdas inflacion\u00e1rias desse per\u00edodo, deveria ser elevada para R$ 4.683,95, ou 3,6 vezes maior que o atual sal\u00e1rio m\u00ednimo. Com isso, 13 milh\u00f5es de contribuintes brasileiros deixariam de pagar o Imposto de Renda.\u00a0
Reajustar Imposto de Renda causaria rombo de arrecada\u00e7\u00e3o no Brasil
Aumentar a taxa de isen\u00e7\u00e3o do Imposto de Renda pouparia milh\u00f5es de pessoas do pagamento, mas, por outro lado, levaria a uma ren\u00fancia fiscal de R$ 101,6 bilh\u00f5es por ano, calcula o Sindifisco Nacional. Por isso, defende o sindicato, \u00e9 necess\u00e1rio haver uma compensa\u00e7\u00e3o dessa perda \u2014 uma alternativa, diz a entidade, \u00e9 aumentar a tributa\u00e7\u00e3o dos mais ricos.
Uma das promessas da campanha presidencial de Lula (PT) foi elevar a isen\u00e7\u00e3o do Imposto de Renda para quem recebe at\u00e9 R$ 5.000. A medida, por\u00e9m, inicialmente n\u00e3o est\u00e1 prevista para ocorrer ainda em 2023. O Ministro do Desenvolvimento e Assist\u00eancia Social, Fam\u00edlia e Combate \u00e0 Fome, Wellington Dias, que ficou respons\u00e1vel pela revis\u00e3o do or\u00e7amento no per\u00edodo de transi\u00e7\u00e3o de governo, afirmou, em 2022, que a medida \u00e9 \u201cpara o mandato\u201d e n\u00e3o seria inclu\u00edda na revis\u00e3o de 2023.
\u201cNossa constitui\u00e7\u00e3o defende o princ\u00edpio da capacidade contributiva, que significa que quem ganha mais deve pagar mais imposto. A falta de corre\u00e7\u00e3o da tabela \u00e9 uma maneira de aumentar a tributa\u00e7\u00e3o para os mais pobres. Para corrigir esse problema e n\u00e3o causar danos ao j\u00e1 deficit\u00e1rio or\u00e7amento, o ideal seria adotarmos medidas progressivas, como a volta da taxa\u00e7\u00e3o de lucros e dividendos.
