Governo fecha o 1\u00ba semestre com rombo de R$ 42,5 bi nas contas
Minist\u00e9rio da Fazenda quer encerrar o ano com um d\u00e9ficit pr\u00f3ximo a R$ 100 bi

No mesmo per\u00edodo do ano passado, o governo registrou um super\u00e1vit (ou seja, receitas maiores que despesas) de R$ 54,2 bilh\u00f5es. O governo quer fechar este ano com um rombo abaixo de R$ 100 bilh\u00f5es.
\u2014 No mesmo per\u00edodo do ano passado houve ingresso de valores da privatiza\u00e7\u00e3o da Eletrobras e de dividendos do BNDES, que criaram uma distor\u00e7\u00e3o. No acumulado do ano temos, do ponto de vista da receita total, uma queda real. Al\u00e9m disso, um crescimento de 5% \u2014 disse o secret\u00e1rio do Tesouro, Rog\u00e9rio Ceron.
O resultado deste ano, at\u00e9 agora, \u00e9 decorrente de uma queda da receita do governo federal, ao mesmo tempo em que as despesas subiram.
A receita total caiu R$ 62,5 bilh\u00f5es, j\u00e1 descontada a infla\u00e7\u00e3o, com queda na arrecada\u00e7\u00e3o com concess\u00f5es, dividendos de estatais e dos impostos IPI e CSLL. O IPI \u00e9 o Imposto sobre Produtos Industrializados e teve al\u00edquotas reduzidas durante o governo Jair Bolsonaro. J\u00e1 a CSLL \u00e9 o imposto cobrado sobre os lucros das empresas.
Para Ceron, por\u00e9m, n\u00e3o h\u00e1 queda estrutural da arrecada\u00e7\u00e3o. Segundo ele, medidas j\u00e1 tomadas, como reonera\u00e7\u00e3o de combust\u00edveis, ter\u00e3o impacto no segundo semestre
\u2014 Queda brutal do IGP-M em 2023 afeta a base de arrecada\u00e7\u00e3o em termos nominais. Aprecia\u00e7\u00e3o do real \u00e9 saud\u00e1vel, mas tamb\u00e9m gera redu\u00e7\u00e3o na proje\u00e7\u00e3o de receita. Ainda consideramos vi\u00e1vel d\u00e9ficit pr\u00f3ximo de R$ 100 bilh\u00f5es em 2023 \u2014 disse ele.

As despesas do governo, por sua vez, cresceram R$ 47,5 bilh\u00f5es, tamb\u00e9m j\u00e1 descontada a infla\u00e7\u00e3o. O governo turbinou os gastos para este ano com a chamada \u201cPEC da Transi\u00e7\u00e3o\u201d, que permitiu uma amplia\u00e7\u00e3o de gastos da ordem de R$ 145 bilh\u00f5es neste ano.
Esse aumento de despesas \u00e9 puxado pela alta de R$ 44,2 bilh\u00f5es nas do Bolsa Fam\u00edlia; pelo acr\u00e9scimo de R$ 9,4 bilh\u00f5es no pagamento de senten\u00e7as judiciais e precat\u00f3rios (custeio e
