Entre as mat\u00e9rias deliberadas, est\u00e1 o Projeto de Lei n\u00ba 874\/2025, de autoria do chefe do Poder Executivo, que autoriza o munic\u00edpio a contratar opera\u00e7\u00e3o de cr\u00e9dito com o Banco Nacional de Desenvolvimento Econ\u00f4mico e Social (BNDES).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De acordo com o vereador Kleber Fernandes (Republicanos), a medida busca viabilizar novos investimentos para a cidade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cO or\u00e7amento municipal \u00e9 limitado e se restringe basicamente ao custeio da m\u00e1quina p\u00fablica. Investimentos em infraestrutura, drenagem, pavimenta\u00e7\u00e3o e ilumina\u00e7\u00e3o dependem de recursos externos, seja via governo federal, emendas parlamentares ou empr\u00e9stimos com institui\u00e7\u00f5es financeiras como o BNDES. Natal n\u00e3o pode perder essa oportunidade de garantir novos investimentos com responsabilidade fiscal\u201d, destacou.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outro destaque da pauta foi o Projeto de Lei n\u00ba 649\/2022, de autoria da ex-vereadora Divaneide Bas\u00edlio, subscrito pelos vereadores Brisa Bracchi (PT) e Daniel Valen\u00e7a (PT), que torna obrigat\u00f3ria a implanta\u00e7\u00e3o de bibliotecas em escolas p\u00fablicas municipais. A mat\u00e9ria foi aprovada em segunda discuss\u00e3o com emenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O vereador Daniel Valen\u00e7a ressaltou a import\u00e2ncia da proposta. \u201cA escola p\u00fablica precisa ter uma biblioteca estruturada, com profissionais bibliotec\u00e1rios capacitados. N\u00e3o se trata apenas de uma sala de leitura, mas de um espa\u00e7o cient\u00edfico e educativo, fundamental para o processo de aprendizagem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tamb\u00e9m foi aprovado, em segunda discuss\u00e3o, o Projeto de Lei n\u00ba 29\/2025, de autoria do vereador Kleber Fernandes (Republicanos), que cria o programa \u2018Consumidor Mirim\u2019 no munic\u00edpio de Natal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Segundo o parlamentar, a iniciativa busca inserir a educa\u00e7\u00e3o financeira e o consumo consciente no ambiente escolar. \u201cQueremos que as crian\u00e7as compreendam, desde cedo, seus direitos como consumidoras, entendam o valor do dinheiro, o impacto das propagandas e a
