O presidente Jair Bolsonaro<\/a> (PL) vetou integralmente a nova Lei Aldir Blanc, que previa o repasse anual de R$ 3 bilh\u00f5es ao setor cultural.



A decis\u00e3o foi publicada no Di\u00e1rio Oficial da Uni\u00e3o (DOU) desta quinta-feira (5\/5). O chefe do Executivo nacional tinha at\u00e9 essa quarta-feira (4\/5) para se manifestar sobre a lei<\/a>.




Pelo texto aprovado no Senado no dia 23 de mar\u00e7o de 2022<\/a>, a Uni\u00e3o repassaria a quantia aos governos estaduais e municipais, durante cinco anos. Em seu veto, o presidente destacou que o projeto \u00e9 inconstitucional e \u201ccontraria ao interesse p\u00fablico\u201d.




Apresentado pela deputada Jandira Feghali (PCdoB\/RJ), o projeto de lei aprovado em mar\u00e7o alcan\u00e7aria 4.176 munic\u00edpios de todas as 27 unidades da Federa\u00e7\u00e3o, ou 75% das cidades do pa\u00eds.


O setor estima que a proposta geraria 412 mil empregos.
O projeto enumera 17 a\u00e7\u00f5es e atividades que podem ser financiadas pela Pol\u00edtica Nacional Aldir Blanc de Fomento \u00e0 Cultura. Entre elas, exposi\u00e7\u00f5es, festivais, festas populares, feiras e espet\u00e1culos, pr\u00eamios, cursos, concess\u00e3o de bolsas de estudo e realiza\u00e7\u00e3o de interc\u00e2mbio cultural.




O dinheiro tamb\u00e9m poderia ser usado para aquisi\u00e7\u00e3o de obras de arte, preserva\u00e7\u00e3o, organiza\u00e7\u00e3o, digitaliza\u00e7\u00e3o do patrim\u00f4nio cultural, constru\u00e7\u00e3o ou reforma de museus, bibliotecas, centros culturais e teatros, aquisi\u00e7\u00e3o de im\u00f3veis tombados para instala\u00e7\u00e3o de equipamentos culturais e manuten\u00e7\u00e3o de companhias e orquestras.

Essa foi a segunda lei de aux\u00edlio ao setor cultural a receber o nome do m\u00fasico Aldir Blanc. O letrista, compositor, cronista e m\u00e9dico brasileiro morreu em 2020 por complica\u00e7\u00f5es da Covid.



A primeira lei que levou o nome do artista destinou R$ 3 bilh\u00f5es emergenciais a projetos culturais, em um momento no qual as restri\u00e7\u00f5es de circula\u00e7\u00e3o impediam a maioria das exibi\u00e7\u00f5es e espet\u00e1culos.




Uma outra lei, que levou o nome do ator e comediante Paulo Gustavo, morto h\u00e1 um ano tamb\u00e9m por Covid, foi vetada por Bolsonaro<\/a>. A proposta liberaria R$ 3,862 bilh\u00f5es para amenizar os efeitos econ\u00f4micos e sociais<\/a> da pandemia de Covid-19<\/a> no setor cultural
